MANCHESTER MAN CHARGED WITH TWO COUNTS EACH OF CRIMINAL SEXUAL CONTACT AND ENDANGERING THE WELFARE OF A CHILD

Ocean County Prosecutor Bradley D. Billhimer announced that on October 6, 2025, Darnell Williams, 34, of Manchester Township, was charged with two counts of Criminal Sexual Contact and two counts of Endangering the Welfare of a Child.

 

An investigation by the Ocean County Prosecutor’s Office Special Victims Unit, Manchester Township Police Department, and Stafford Township Police Department revealed that between 2020 and 2023, Williams inappropriately touched a minor female victim in Manchester and Stafford Townships.  As a result of the investigation, Williams was charged with the aforementioned offenses on October 6, 2025; he will be served with the charges at the Atlantic County Jail where he is presently detained on three counts of Sexual Assault, three counts of Endangering the Welfare of a Child, and three counts of Official Misconduct – all in connection with incidents that occurred in Atlantic County.  On September 17, 2025, Williams was additionally charged with Sexual Assault and Endangering the Welfare of a Child in connection with incidents that occurred in Manchester Township in 2013.  On October 7, 2025, Williams was ordered to be detained on those charges by the Honorable Kimarie Rahill, J.S.C.  A detention hearing as to Williams’ most recent charges arising out of Manchester and Stafford will be scheduled by the Court.

Prosecutor Billhimer acknowledges the Ocean County Prosecutor’s Office Special Victims Unit, Ocean County Prosecutor’s Office High Tech Crime Squad, Manchester Township Police Department Detective Bureau, Stafford Township Police Department, Atlantic County Prosecutor’s Office Special Victims Unit, and Hamilton Township Police Department, for their combined assistance in connection with this investigation.

 

The charges referenced above are merely accusations and the press and public are reminded that all defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
