Ocean County Prosecutor Bradley D. Billhimer announced that Detectives from the Ocean County Prosecutor’s Office Narcotics Strike Force collaborated with the Federal Bureau of Investigation Safe Streets Task Force-Red Bank and Beachwood Police Department Detective Bureau to conduct an investigation into the distribution of illegal narcotics in the Ocean County area. The investigation resulted in the arrest of four (4) Ocean County residents on multiple drug charges.
An investigation by the Ocean County Prosecutor’s Office Narcotics Strike Force, which commenced in October 2025, identified Ibn Moye, 34, of Beachwood, as an individual who was distributing cocaine in Ocean County. On January 29, 2026, Detectives from the aforementioned agencies established stationary and mobile surveillance of Moye as he was operating a black 2015 Chevrolet Impala. Law enforcement subsequently conducted a motor vehicle stop of the Impala in the area of Exit 80 off the Garden State Parkway and thereafter executed a court-authorized search warrant for the vehicle. Moye was placed under arrest and charged with Possession of Five ounces or More of Cocaine with Intent to Distribute, Possession of Cocaine, Tampering with Evidence, and Possession of Drug Paraphernalia. Moye was taken into custody without incident and transported to the Ocean County Jail where he will remain lodged pending a detention hearing.
The Ocean County Regional SWAT Team simultaneously executed court-authorized search warrants at Moye’s residence and a camper on his property. As a result, three additional suspects were taken into custody without incident and charged with narcotics-related offenses.
This multi-agency collaborative investigation resulted in the seizure of approximately 400 grams of cocaine, more than one-half ounce of methamphetamine, and packaging material indicative of illegal drug distribution.
Charles Warford, 67, Beachwood, was charged with Possession of Cocaine and Possession of Drug Paraphernalia. He was transported to the Ocean County Jail where he remains lodged pending a detention hearing.
Amanda Vasquez, 32, also of Beachwood, was charged with Possession of Cocaine with Intent to Distribute, Possession of Methamphetamine with Intent to Distribute, Possession of Cocaine, Possession of Methamphetamine, and Possession of Drug Paraphernalia. She was transported to the Ocean County Jail where she remains lodged pending a detention hearing.
Hayley Parker, 34, of Toms River, was charged with Possession of Cocaine and Possession of Drug Paraphernalia. She was served with the complaint via summonses pending an upcoming first appearance in Ocean County Superior Court.
Prosecutor Billhimer commends the Ocean County Prosecutor’s Office Narcotics Strike Force, Federal Bureau of Investigation Safe Streets Task Force-Red Bank, Beachwood Police Department, South Toms River Police Department, and Ocean County Regional SWAT Team, for their combined efforts in connection with this investigation.
