Ocean County Prosecutor Bradley D. Billhimer announced that on July 21, 2026, Cory Baxter, 32, of Toms River, was charged with Distribution of child Sexual Abuse Material and Possession of Child Sexual Abuse Material.
This investigation was the result of a referral from the New Jersey State Police Internet Crimes Against Children (ICAC) Task Force. The ICAC Task Force received a cyber-tip from the National Center for Missing and Exploited Children that an individual was sending/receiving images of child pornography from the internet.
An investigation by the Ocean County Prosecutor’s Office High Tech Crime Squad identified an IP address associated with a Toms River Township residence as the location from which the individual was accessing images of child pornography from the internet via a Kik messaging application. That individual was ultimately identified as Baxter.
On July 21, 2026, Detectives from the Ocean County Prosecutor’s Office High Tech Crime Squad and Toms River Township Police Department executed a court-authorized search warrant on Baxter’s residence. An initial forensic examination of Baxter’s electronic devices revealed that the e-mail address associated with the Kik account was on Baxter’s cellular device. A full forensic examination of Baxter’s electronic devices is pending. Baxter was taken into custody without incident and transported to the Ocean County Jail pending a detention hearing.
