Ocean County Prosecutor Bradley D. Billhimer announced that on July 20, 2026, Tariki Foster, 41, of Manchester, pled guilty before the Honorable Kenneth T. Palmer, J.S.C., to Possession of Five Ounces or More of Cocaine with Intent to Distribute in connection with events that occurred in Manchester Township on June 6, 2025. Additionally, Foster pled guilty to Distribution of Cocaine relative to events which occurred in Toms River on July 17, 2025. Finally, Foster pled guilty to Possession of More than One-Half Ounce but Less than Five Ounces of Cocaine with Intent to Distribute in relation to events which culminated on September 19, 2025, also in Toms River. At the time of his sentencing on September 4, 2026, the State will be seeking a term of 18 years New Jersey State Prison (NJSP) as to June 6, 2025 offense out of Manchester, five years NJSP as to the offense from July 17, 2025 out of Toms River, and 10 years NJSP as to the offense from September 19, 2025 – also out of Toms River. The sentences are to run concurrently.
On June 6, 2025, in furtherance of an ongoing narcotics investigation, Detectives from the New Jersey State Police executed a court-authorized search warrant on a residence in Toms River that Foster was utilizing to store and distribute cocaine. As a result, Detectives seized more than 10 ounces of cocaine. Foster was taken into custody at the residence without incident. He was charged accordingly, transported to the Ocean County Jail and subsequently released as a consequence of New Jersey Bail Reform.
On July 17, 2025, during an ongoing narcotics investigation, Detectives from the Toms River Township Police Department observed Foster engage in a suspected drug distribution with two individuals in a white Jeep. Detectives effectuated a motor vehicle stop on the Jeep and the occupants were found to be in possession of approximately two and one-half grams of cocaine. The occupants of the Jeep were taken into custody without incident and charged accordingly; their charges remain pending. Continuing investigation revealed that Foster had sold the narcotics to those individuals. Detectives located Foster at a convenience store in Toms River where he was taken into custody without incident. Foster was transported to the Ocean County Jail and subsequently released as a consequence of New Jersey Bail Reform.
A separate and unrelated investigation by the Ocean County Prosecutor’s Office Narcotics Strike Force and multiple law enforcement agencies identified Foster and Joseph Broxmeyer, 58, Jackson, as individuals who were distributing methamphetamine and cocaine in the Ocean County area. On September 19, 2025, the Ocean County Regional SWAT Team executed court-authorized search warrants on a storage facility in Brick Township and residences in Toms River and Jackson. As a result, Detectives seized quantities of cocaine, methamphetamine, Methylenedioxymethamphetamine (MDMA), drug paraphernalia, and nearly $5,170 in United States currency. Foster was taken into custody at the Toms River residence without incident; he was transported to the Ocean County Jail where he has remained detained since September 19, 2025. Broxmeyer was likewise taken into custody on that date and charged accordingly; he was transported to the Ocean County Jail and subsequently released as a consequence of New Jersey Bail Reform. The charges against Broxmeyer remain pending.
Prosecutor Billhimer acknowledges the diligent efforts of Supervising Assistant Prosecutor Kaitlyn Burke and Assistant Prosecutor Alec DeBari who are handling the cases on behalf of the State, and commends the Ocean County Prosecutor’s Office Narcotics Strike Force, Ocean County Prosecutor’s Office Asset Forfeiture Unit, United States Drug Enforcement Administration–High Intensity Drug Trafficking Areas (HIDTA) Group 5, New Jersey State Police, Toms River Township Police Department Special Enforcement Team, Toms River Township Police Department Patrol Division, Manchester Township Police Department Narcotics Enforcement Team, Manchester Township Police Department Patrol Division, Jackson Township Police Department Special Response Team, Jackson Township Police Department Street Crimes Unit, Brick Township Police Department Detective Bureau, Brick Township Police Department Patrol Division, and Ocean County Sheriff’s Office K-9 Unit, for their collaborative efforts in connection with these investigation leading to Foster’s guilty pleas – and soon his state prison sentence.
