Ocean County Prosecutor Bradley D. Billhimer announced that on August 10, 2026, Ravonn Terry, 38, of Toms River, pled guilty before the Honorable Dina M. Vicari, J.S.C., to Possession of Cocaine with the Intent to Distribute as well as Unlawful Possession of a Handgun, both in connection with an investigation that spanned the months of October 2025 through February 2026, in Toms River Township. At the time of his sentencing on October 16, 2026, the State will be seeking a term of 10 years New Jersey State Prison (NJSP) as to the narcotics charge, and five years NJSP – with a 42-month term of parole ineligibility- as to the weapon charge. The sentences are to run concurrently.
During the course of an ongoing narcotics investigation, Detectives from the Stafford Township Police Department and Toms River Township Police Department established surveillance at a residence on Promise Avenue in Toms River being utilized by Terry to store and distribute cocaine. On February 23, 2026, Detectives observed Terry exit the residence and enter the passenger seat of a motor vehicle. As the vehicle traveled through Toms River, Officers from the Toms River Township Police Department effectuated a motor vehicle stop on the vehicle, and Terry was taken into custody without incident. The Toms River Township Police Department Special Enforcement Team subsequently executed a court-authorized search warrant at the residence on Promise Avenue. As a result, Detectives seized approximately 32 grams of cocaine, a Smith and Wesson revolver that was determined to be stolen, drug paraphernalia associated with narcotics distribution, and $2400 in United States currency. Terry was charged accordingly and transported to the Ocean County Jail where he was detained until the date of his guilty pleas on August 10, 2026.
Prosecutor Billhimer acknowledges the diligent efforts of Supervising Assistant Prosecutor Alyssa Mandara who is handling the case on behalf of the State, and commends the Stafford Township Police Department, Toms River Township Police Department, Toms River Township Police Department Special Enforcement Team, and New Jersey State Police Crime Suppression South Unit, for their collaborative efforts in connection with this investigation leading to Terry’s guilty pleas, and soon his state prison sentence.
