FORMER OCEAN COUNTY PERFORMING ARTS SCHOOL TEACHER CHARGED WITH ENDANDERING THE WELFARE OF A CHILD AND CRIMINAL SEXUAL CONTACT

Ocean County Prosecutor Bradley D. Billhimer announced that on August 12, 2024, Douglas Bollinger, 56, of Neptune City, was charged with two counts of Endangering the Welfare of a Child and two counts of Criminal Sexual Contact.

An investigation by the Ocean County Prosecutor’s Office Special Victims Unit revealed that between February 2019 and August 2019, Bollinger – while employed in his official capacity as a teacher at the Ocean County Performing Arts Academy – engaged in inappropriate sexual contact with a female student in both Point Pleasant Beach and Asbury Park.

On August 15, 2024, Bollinger was taken into custody at his residence by the United States Marshals Fugitive Task Force.  He was transported to the Ocean County Jail, where he is presently lodged pending a detention hearing.

“It is my understanding that Mr. Bollinger is no longer employed as a teacher with the Performing Arts Academy, but I would encourage parents to have a conversation with their children if they had Mr. Bollinger as a teacher.  If anyone is in possession of additional information regarding Mr. Bollinger or this investigation, please contact Detective Nicole Testa of the Ocean County Prosecutor’s Office at 732-929-2027, extension 3489,” Prosecutor Billhimer stated.

Prosecutor Billhimer acknowledges the Ocean County Prosecutor’s Office Special Victims Unit, Ocean County Prosecutor’s Office High Tech Crime Unit, Lakehurst Police Department, Manchester Township Police Department, Point Pleasant Beach Police Department, Asbury Park Police Department, and United States Marshals Fugitive Task Force, for their collaborative efforts in connection with this investigation.

The charges referenced above are merely accusations and the press and public are reminded that all defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.  R.P.C. 3.6(b)(6).
