Chief Of Detectives


Chief Joseph F. Mitchell, a native of Ocean County, graduated from then-Monsignor Donovan High School in Toms River in 1987. His service to the people of Ocean County began in 1994, when he was hired by the Ocean County Prosecutor’s Office as an Agent assigned to the Grand Jury Unit. He was promoted to the rank of County Investigator in 1995 after graduating from the Division of Criminal Justice Academy, where he received the Merit Award in recognition of being selected by his peers to achieve the highest standards in his chosen profession of law enforcement.

From 1995 to 2004, Chief Mitchell served as an Investigator, then a Senior Investigator, in the Major Crime Unit. There, he was responsible for handling death investigations to include homicides, suicides, industrial accidents, fatal motor vehicle accidents, missing persons investigations, and homicide “cold cases.” Through hard work and determination, coupled with his demonstrated skill as a detective, Chief Mitchell steadily rose through the ranks of the Ocean County Prosecutor’s Office. He was promoted to Sergeant of Detectives in 2006, serving as the first-line supervisor of Detectives assigned to the Homicide Squad. Chief Mitchell was promoted to the rank of Lieutenant the following year, supervising the Major Crime Unit. Chief Mitchell was promoted to Captain in 2010, at which time he assumed command of the Professional Standards and Corruption Unit, directing Internal Affairs, Economic Crimes, High Tech Crimes, Bias Crimes, Megan’s Law, and Firearms. In 2017, Chief Mitchell assumed command of the Criminal Investigations Division, overseeing the Major Crime, Special Victims, Domestic Violence, and Animal Cruelty Units.

On July 2, 2020, in recognition of his skills, abilities, accomplishments and many years of dedicated and professional service to the Ocean County Prosecutor’s Office, Chief Mitchell was appointed to serve as Chief of County Detectives by Prosecutor Billhimer. As Chief of Detectives, Chief Mitchell leads the entire investigative staff of the Ocean County Prosecutor’s Office.
