Ocean County Prosecutor Bradley D. Billhimer announced that on August 29, 2025, David Lyons, 44, of Glenside, Pennsylvania, pled guilty to Manufacturing Child Sexual Abuse Material and Invasion of Privacy before the Honorable Kimarie Rahill, J.S.C., in connection with an incident that occurred in July 2023, in Beach Haven. At the time of his sentencing on November 14, 2025, the State will be seeking a term of six years New Jersey State Prison (NJSP) as to the Manufacturing Child Sexual Abuse Material charge, and three years NJSP as to the Invasion of Privacy charge. The sentences are to run concurrently.
On July 21, 2024, the Beach Haven Police Department received a report that a 15 year-old female had been videotaped as she was taking a shower at a rental property in Beach Haven. An investigation by the Beach Haven Police Department identified Lyons as the suspect. A search warrant was then executed on the subject rental property – where Lyons was residing – and a number of electronic devices belonging to Lyons were seized. Lyons was taken into custody and charged accordingly. He was transported to the Ocean County Jail and subsequently released as a consequence of New Jersey Bail Reform.
A digital forensic review of the seized electronic items was conducted by the Ocean County Prosecutor’s Office High Tech Crime Squad. That review revealed that Lyons had surreptitiously recorded a juvenile victim and an adult victim in various stages of undress in a bathroom at another rental property in Beach Haven in July 2023. Additional videos appeared to have been taken in a bathroom at Lyons’ Pennsylvania residence. The Beach Haven Police Department contacted the Abington Township Police Department in Pennsylvania with respect to their findings. As a consequence, Lyons was charged with a number of similar offenses in that jurisdiction; those charges remain pending.
Prosecutor Billhimer acknowledges the diligent efforts of Assistant Prosecutor Lynn Juan who is handling the case on behalf of the State, and commends the Beach Haven Police Department, Ocean County Prosecutor’s Office High Tech Crime Squad, and Abington Township (Pennsylvania) Police Department, for their collective efforts in connection with this investigation.
