Ocean County Prosecutor Bradley D. Billhimer announced that on January 28, 2025, Keenan Black, 32, of Berkeley Township, was charged with Possession of Child Pornography. Additionally, on January 30, 2025, Daniel Bailey, 20, also of Berkeley Township, was likewise charged with Possession of Child Pornography.
This investigation was the result of a referral from the New Jersey State Police Internet Crimes Against Children (ICAC) Task Force. The ICAC Task Force received a cyber-tip from the National Center for Missing and Exploited Children that an individual was sending/receiving images of child pornography from the internet.
An investigation by the Ocean County Prosecutor’s Office High Tech Crime Unit identified an IP address associated with a Berkeley Township residence as the location from which the individual was accessing images of child pornography from the internet. That individual was ultimately identified as Keenan Black.
On January 28, 2025, Detectives from the Ocean County Prosecutor’s Office High Tech Crime Unit and Berkeley Township Police Department executed a court-authorized search warrant on Keenan Black’s residence. An initial forensic examination of Keenan Black’s electronic devices led to the discovery of several items of child pornography. Black was transported to the Ocean County Jail, where he presently lodged pending a detention hearing.
Continuing investigation revealed that Daniel Bailey – who resided at the subject Berkeley residence as well – was also in possession of child pornography. As such, Bailey was charged accordingly on January 30, 2025. He is presently lodged in the Ocean County Jail pending a detention hearing.
Prosecutor Billhimer commends the Ocean County Prosecutor’s Office High Tech Crime Unit, Berkeley Township Police Department, New Jersey State Police Internet Crimes Against Children Task Force, and National Center for Missing and Exploited Children, for their collaborative assistance in connection with this investigation leading to the arrests of Black and Bailey.
The charges referenced above are merely accusations and the press and public are reminded that all defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
