Ocean County Prosecutor Bradley D. Billhimer announced that Detectives from the Ocean County Prosecutor’s Office Narcotics Strike Force collaborated with Federal Bureau of Investigation-Red Bank Jersey Shore Safe Streets Task Force, United States Drug Enforcement Administration–High Intensity Drug Trafficking Areas (HIDTA) Group 5, Toms River Township Police Department, Manchester Township Police Department, and Jackson Township Police Department, to conduct a three-month-long investigation into the distribution of illegal narcotics in Ocean County. This cooperative, multi-agency investigation identified Joseph Broxmeyer, 58, Jackson, and Tariki Foster, 40, of Manchester, as individuals who were distributing methamphetamine and cocaine in the Ocean County area. During the course of the investigation Broxmeyer and Foster distributed approximately 300 grams of cocaine and 12 ounces of methamphetamine throughout Ocean County.
On September 19, 2025, Detectives from the aforementioned agencies established surveillance on Broxmeyer as he drove his motor vehicle through Toms River. Detectives effectuated a motor vehicle stop on Broxmeyer’s vehicle and he was taken into custody without incident.
Subsequently, the Ocean County Regional SWAT Team executed court-authorized search warrants on a storage facility in Brick Township and residences in Toms River and Jackson. As a result, Detectives seized quantities of cocaine, methamphetamine, Methylenedioxymethamphetamine (MDMA), drug paraphernalia, and $5,168 in United States currency. Foster was taken into custody at the Toms River residence without incident.
Broxmeyer was charged with Distribution of Five Ounces or More of Cocaine, Possession of Five Ounces or More of Cocaine with Intent to Distribute, Conspiracy to Possess More than Five Ounces of Cocaine with Intent to Distribute, Distribution of Five Ounces or More of Methamphetamine, Possession of Five Ounces or More of Methamphetamine with Intent to Distribute, Possession of Cocaine, Possession of Methamphetamine, and Possession of Drug Paraphernalia. Broxmeyer was transported to the Ocean County Jail and subsequently released as a consequence of New Jersey Bail Reform.
Foster was charged with Distribution of Five Ounces or More of Cocaine, Possession of Five Ounces or More of Cocaine with Intent to Distribute, Conspiracy to Possess More than Five Ounces of Cocaine with Intent to Distribute, Possession of MDMA, Possession of Cocaine, and Financial Facilitation. Foster was transported to the Ocean County Jail where he will remain detained pending trial.
